System Information

XSoft CAMA™ is designed as a window-based application. Our goal was to create a user-friendly environment for all aspects of the assessor’s/appraiser's office day to day duties, including all aspects of valuation, data entry, viewing and disseminating information, running batch processes, reporting, statistical analysis and integration.

As a window-based application, built using Visual Studio, .NET framework, XSoft CAMA™ has the ability to take advantage of a variety of tools within the graphical user interface and the database to ensure that the navigation, entry, viewing, processing and reporting of data is simple and easy. It is also organized in such a way to make the operations of your office flow in an efficient and effective manner.

Specific Components

  • Multi-Year system

    XSoft CAMA™ is set up to handle multiple years of data. Specific tables and fields exist that are year sensitive, allowing for the capture and storage of data by year. This allows users to not only work in the current year, but also prior and future years. The design allows users to have access to prior and current year data. If they would like to work ahead, either on a county, township, neighborhood or even parcel by parcel basis, they would establish a new set of cost and neighborhood tables (to be used in the future year) and proceed to bring forward existing parcel data from the current year. The processes in place to make this happen were designed with simplicity in mind. As part of the multi-year process, neighborhood and cost tables can be duplicated to a future year, where users can either update the information within those tables for the new year or continue to use the data already within.

  • Real Property

    The real property component allows the user to input, store, view and modify all necessary and required data assessed as real property. This would include general information, land data and computation, improvement data/integrated sketching/valuation, neighborhood management, annual adjustment factors, sales disclosures, parcel management, images, ratio studies and appeals, exemptions, abatements, and investment deduction tracking.

  • Cost Approach

    XSoft CAMA™ utilizes a traditional cost approach capable of incorporating Cost tables from a variety of sources.

  • Income Approach

    XSoft CAMA™ incorporates various other market and income value models. The income approach to value will allow the users to utilize actual income data to develop various income models for use in valuing property under this method.

  • Market Approach

    XSoft CAMA™ can produce values based on sales data and analysis through comps, and market-based adjustments to the normal cost approach.

  • Personal Property

    The personal property component allows the user to input, store, view and modify all necessary and required data assessed as personal property. This would include main forms, auxiliary forms, and additionally—appeals, exemptions, abatements, and investment deduction tracking. Users can carry existing records forward to new years and send out partially filled returns to taxpayers through our standard reporting tool.

  • Mobile Homes

    The annually assessed mobile home component allows the user to input, store, view and modify all necessary and required data assessed as mobile homes. This would include general information, improvement data/sketching/ valuation (various approaches), appeals and images. Use of costs from outside sources is also supported through sound values and overrides.

  • Oil & Gas Well

    The oil & gas component allows the user to input, store, view, modify and report on all necessary and required data assessed as oil & gas wells. This includes general, factors/basis of assessment, interest assessment, appurtenances, allocation, appeals and images.

  • Permits

    Designed for use by assessors to track building permit information on real property parcels. It allows for storage of a wide variety of data, including form numbers, dates, contractors, detailed descriptions and fees.

  • Appeals

    XSoft CAMA™ allows for the tracking of appeals filed with the assessor’s office. This component is designed to track the appeal from the initial filing all the way through tax court. Users will have a documented record of the appeal, dates, values, actions, etc. Reports and notifications can be generated to assist in the management of filed appeals.

  • Exemptions

    XSoft CAMA™ allows for the tracking of exemptions filed with the assessor’s office. This component is designed to input, store, search, view, modify and report on exemptions from the initial filing all the way through rolling values to the TAX system. Users will have a documented record of the exemption, dates, values, actions, etc. Reports and notifications can be generated to assist in the management of filed exemptions.

  • Images

    XSoft CAMA™ allows for the import of documents and images from a variety of sources, in a variety of formats and methods. Users can scan documents or import existing electronic documents and images into the system and link them to specific records. Standard file formats are acceptable (e.g., .jpg, .tif, .gif). Once in the system, users can view and print the images. Examples of the types of documents/images include:

    • Photos
    • Sales disclosures
    • Appeals and appeal documentation
    • Maps
    • Transfer documents
    • Personal property forms
  • Sales

    The sales component of XSoft CAMA™ allows users to enter sales disclosure data into the system in a simple manner. This component can handle multi-parcel sales (unlimited), and will pre-populate the data entry form with any data that is available from other tables within the database, e.g., parcel numbers, buyer/seller names, addresses, and values. It calculates Assessment to Sale ratios on the fly as you enter/change sale price and/or assessed value information so that you can analyze the accuracy of your assessments as sales are being entered. It provides a great tool in determining the validity of a sale and/or assessment.

    Once data is in the system, users can view, report, conduct ratio studies for annual adjustments and equalization, and utilize the data for purposes of comparables in dealing with appeals and in generating market-based values.

  • Searching

    The searching component allows the user to search for the various types of property records, based on a wide variety of characteristics. It includes both basic search, as well as, advanced search options. The intent of this component is to allow the user to find records based on all critical fields—effectively a built-in query writer. Designed to provide the user with the ability to view data, manage the database, run processes and reports, and stratify for trending and equalization purposes or comparable sales analysis and valuation, this component will give the user complete control in locating and modifying records within the database.

  • Reporting

    The reporting component allows the user to generate a wide variety of standard reports and unlimited potential for custom reports at their discretion. We ultimately will include over 50 on-demand reports that have been designed with your daily needs in mind. Currently, Indiana clients can generate the Form 11, Form 113, Form 122, Form 115, Form 133, property record card, and several parcel, value, sales analysis, image and sketch reports just to name a few.

  • Online Help

    The Help menu provides the user with a fully searchable, context sensitive help file designed to provide documentation of the user-interface and application, detail about the design environment, and tutorials to assist with the use of the product. This component is a help file and user manual all in one.

  • Integration

    We see the integration component of our system to be twofold. Standard integration, which includes the necessary procedures and processes to integrate data with your tax/billing system and GIS. Customized integration will be developed in conjunction with our clients and third-party vendors at the clients request.

  • Comprehensive Importing/Exporting

    The import/export routines that will be available to users include:

    • state file formats (data compliance)
    • annual adjustment data
    • ratio study data
    • roll of values
    • CAMA tables
    • customized
  • Field Data Collection

    The ability to conduct data collection and review in the field using the full XSoft CAMA™ product on tablet pc’s. The design of XSoft CAMA™ allows for the ability to check data out of the main database and load it onto a field tablet. To maintain data integrity, while data is checked out, it will be “locked” within the main database as a view only record. Once checked back in, the database will be uploaded with any changes made in the field and the data in the main database will be “unlocked”.

State Specific Solution

  • XSoft CAMA™

    As a flagship product, XSoft CAMA™, has been architected in such a way that it can be tailored to fit specific state requirements, such as, processes, cost models, reports, etc. This architecture is critical to ensure stabilized software as new releases are published, tested and released to the XSoft™ customer base.

    INcama™ for example, is the Indiana version of XSoft CAMA™, which has been tailored to fit the specific needs for the State of Indiana, including over 40 on-demand reports, forms, data extracts, tables, value rolls, cost ladders, market models, etc., all specific to Indiana requirements as set forth in 50-IAC 26.
