Brian Bucher, President

Brian’s prior work experience includes service as the Assistant Director of Assessments for the Indiana State Board of Tax Commissioners, Software Consultant, and Deputy for the Elkhart County Assessors Office. At the Tax Board, Brian coordinated the promulgation of the Real Property Assessment Manual for the 2002 General Reassessment. He was responsible for the re-design of the Assessors Certification Exam, served Governor O’Bannon as a member of the State Enterprise Zone Board, and has conducted numerous training classes for assessors and state personnel on assessment practices. Other projects that Brian has been involved with include being a key contributor of the design, testing, and deployment of an Indiana CAMA product. He has also developed training materials, conducted training and supported Indiana CAMA products since 1999. He is a former member of the Grant County PTABOA. A certified Level 3 Indiana Assessor-Appraiser, Brian earned a B.A. and Masters Degree in Public Administration from Indiana University.

Markus Luedin, Software Architect

Markus’ work experience has primarily been in software design and implementation, including service as a developer in the Mobile department for Siemens Corp, as well as over 10 years as a CAMA software engineer. Serving as the lead engineer for XSoft, Markus has been instrumental in the creation of the INcama product. Markus earned his Electrical Engineering degree from HTL Muttenz, Switzerland. In his spare time, Markus enjoys paragliding.

Jacob Schmidt, Software Developer

Jacob is a graduate from Rose-Hulman Institute of Technology with a B.S. double major in Computer Science and Computer Engineering. In his capacity as software developer for XSoft, Jacob is an integral part of our CAMA development team. Jacob loves knowledge—and achievement through knowledge—above all else. He uses that knowledge to repair all manner of things, and make them better than they were originally. In his spare time, Jacob creates homemade printed circuit boards for personal use and amusement.

Sean Mongoven, Software Developer

Sean is a graduate of the Rose-Hulman Institute of Technology, with a Bachelor’s degree in Computer Science. He enjoys finding and fixing bugs in code, as well as developing new features in software. In his free time, Sean enjoys reading stories or watching shows pertaining to Sci-Fi or Fantasy.

Nicolas Bohner, Software Developer

Nicolas is a recent graduate of Rose-Hulman Institute of Technology with a Bachelor’s degree in Software Engineering and minors in Political Science and Mathematics. Prior to joining XSoft, he has been part of the development of several XSoft products through Rose-Hulman Venture internships including PPOP-IN and XSoft Financials. In his off-time, Nick rides his motorcycle as much as the weather permits and practices whatever skill he is currently working on. He has dabbled in many skills ranging from blacksmithing to horse vaulting (gymnastics on horseback). He’s always interested in learning new skill sets.

Joseph Wagner, Software Developer

Joe is a graduate of the Grove School of Engineering at City College of New York (CCNY), with a bachelor’s degree in computer science. Since then, he has worked as a software developer supporting the AEC (Architecture, Engineering and Construction) industry at leading architecture and engineering firms. He specializes in web and mobile development as well as software extensions for Autodesk products. He is certified in Azure AI and is currently working to obtain his Azure architecture expert certification. He enjoys tinkering with the latest technologies, road trips and hanging out with friends and family.

Scott Stephens, VP, Business Development

Scott has devoted his entire 25+ year career to working both with and for local governmental agencies on the enterprise-wide integration and deployment of CAMA, property tax, GIS and building permit information. From his time working for Johnson County, Indiana - Department of Planning and Zoning, to the formation of an Indiana property tax software company, and work with a national property tax software company, Scott has gained nationwide recognition as an industry leader in land records management. As a certified GIS Professional (GISP), Scott applies multi-disciplinary expertise to analyze current technology trends, ensuring XSoft™ delivers highly innovative solutions to our clients. Scott holds a B.S. degree in civil engineering technology from Purdue University and an MBA from Indiana Wesleyan University.

Ed Koerner, Sales / Marketing

Ed is a graduate of Concordia University, River Forest, Illinois. He started his career at St. Ambrose School as a 7th and 8th grade math and science teacher in Seymour, Indiana. He also served as the school’s athletic director from 1976 thru 1980. Ed is not new to the county government environment. He served as Jackson County Auditor (1981-1988) and as a Jackson County Councilman (2001-2008). During this time, he served as AIC Southeast District Vice President (2001 -2003) and District President (2004-2008). During his tenure as County Auditor, he attended the Academy in Public Service in conjunction with Georgetown University. Since serving as County Auditor, he has been associated with companies who provide services and products to county government. While working as a sales representative, Ed received numerous sales awards including: National Salesman of the Year, Indiana Salesman of the Year and numerous other sales recognition awards. Ed’s knowledge of county government is an asset that has greatly assisted him in his chosen career. Ed has been married to his wife Tammy for 24 years. They have three children, two daughters (Heather and Kara) and a son (Jordan).

Woody Carter, Client Relations

Over his 30+ year career in the property tax and assessment industry, Woody has worked in a variety of roles, from data analysis to business development, with an unwavering commitment to client success across the State of Ohio. Since graduating from Hocking College in Nelsonville, Ohio with a degree in Computer Science, Management Information Systems and Services, Woody has worked tirelessly to build an impeccable professional reputation around persistent attention to customer needs and strong analytical focus on industry trends and forecasts. Woody and his wife Elaine live in the Columbus, Ohio area and enjoy spending time with their grandchildren.

Mike Meyer, Client Relations

Mike’s extensive and diverse career in the property tax, assessment, and financial industry, spans over 30 years and reflects a wealth of experience and expertise. His commitment to client success across the State of Illinois demonstrates his dedication to delivering value to his clients. With a degree in Architectural Technology from Lakeland College in Mattoon, Illinois, Mike has a strong educational foundation that complements his hands-on experience. His persistent attention to customer needs and focus on industry trends and forecasts are key qualities that contribute to his professional success and impeccable reputation.

Patty Ball, Client Relations / Consultant

Patty served as a County Auditor in Daviess County from 2015 - 2022. During that time, she was very active in the County Auditor’s Association, serving on the Board as an officer for several years and the 2019 Association President. Patty was also honored to be awarded Auditor of the Year in 2019. Patty served on the Association of Indiana Counties Executive Board as the Southwest District Vice President for two years, which allowed her to meet with other Association leaders as they discussed legislative matters and how legislation affects County Government and local taxpayers. Patty and her husband Marty live in Washington Indiana, like to travel, and do a little hiking. They enjoy spending time with family and love attending their grandkids sporting and music events.

Branda Cromer, Client Relations / Consultant

Branda joins XSoft with 19 years of experience in the Treasurer’s office. She began her property tax career as a Deputy Treasurer in the Wells County Treasurer’s office. Her responsibilities included assisting taxpayers with property tax payments, answering phones, posting and balancing payments, and the Cashbook. In 2010, she became the Finance Manager for the Allen County Treasurer’s office. During her 12 years in Allen County, she managed the Cashbook and Fund book. In addition, she posted and balanced Excise Tax, assisted with the annual tax sale, coordinated and processed all mortgage company escrow payments, processed all returned checks, prepared all deposits, posted and balanced tax collections as well as customer service with taxpayers including answering phones and troubleshooting. In 2019 Branda was promoted to Front End/Teller Supervisor. Her duties included supervising 4 Collection Deputies as well as front-end operations. This encompassed scheduling, approving PTO, all mail operations and implementing new policies and procedures to ensure the front office ran as efficiently as possible for the taxpayers of Allen County.

Branda holds a B.S. degree in Psychology and a minor in Speech Communications from College of the Ozarks. Branda is married to her husband Devon and together they have 5 children; Dalton, Dustin (Courtland), Quincee, Quade, and Eli. In her spare time, Branda enjoys traveling, going to concerts, fantasy football, and most importantly spending quality time with family.

Michael Clough, Technical Director

Michael previously served as Sales and Market Analyst in Allen County. Michael was responsible for overseeing various aspects of the assessment process including sales verification, data collection for all three approaches to value, ratio studies, record maintenance and data compliance. Michael has over 18 years of assessing experience in mass appraisal. He is a Certified Level II Assessor-Appraiser and has completed IAAO courses 101, 102, 300, and 311. Michael also has extensive knowledge of database engines and querying tools, as well as integration with other applications, such as GIS, oblique imagery, and various third party applications.

Joey Samples, Technical Consultant

Joey's career in the field of Property Tax and Assessment began in 2009; having gotten his start as the Network Supervisor for the Vanderburgh County Assessor. In this role, in addition to day-to-day technical operations, he was also responsible for data analysis, report development, and conducting the office's annual ratio study. Following 2 years in local government, Joey took his appraisal knowledge and technical skills to the software side of the industry to serve as a Software Support Manager and Technical Lead. Joey attended Henderson Community College and holds a Level III Assessor-Appraiser certification from the State of Indiana. He and his wife (Lori) of 15 years have two sons (Codi and Elijah) and one daughter (Piper) and reside in Evansville, Indiana.

Ryan Keuneke, Application Manager

Ryan previously served as the Chief Deputy Assessor in Allen County for over 10 years. In that position, he was responsible for the day-to-day operations of the office. He oversaw a staff of 35 assessing officials with a budget of over $2 million annually. He was also responsible for annual trending, database management, data compliance and the implementation of a custom mobile fieldwork application. Ryan attended Indiana University – Fort Wayne where he received a Bachelor’s Degree in Business Finance. He is a Level III Assessor-Appraiser. Ryan is married (Julie) and has a son (Jack) and daughter (Charlee).

Dean Brown, Application Manager

Dean graduated from Indiana State University with a B.S. in Accounting. After spending 7 years as the CFO for a non-profit organization he spent the next 23 years in software implementation and development including roles in consulting, support, quality assurance, systems analysis, and software design. These roles include experience with both custom and out of the box accounting, property tax, fundraising, and membership systems. He has experience in very small to very large county implementations in a dozen states across the country.

Khris Seger, Project Manager

Khris' career in the field of Property Tax and Assessment has spanned 20+ years; having gotten his start in the late 90's as a Hearing Officer for the Vanderburgh County Property Tax Assessment Board of Appeals (PTABOA). Today, Khris still proudly serves his community as a County Commission appointment to that same board, a number of years presiding as President. Subsequent to his time as a Hearing Officer, his experiences have encompassed software design, data conversion, system implementation and application (CAMA & Web) support management to local, State, and international government agencies. Driven by positive engagement, he strives to provide solutions that are aimed at the constant improvement of the customer experience. Khris is a graduate of Indiana University and holds a Level III Assessor-Appraiser certification from the State of Indiana. He and his wife (Kathy) of 28 years have two daughters (Sydney & Emily) and live in Evansville, Indiana.

Vicki Voris, Senior Consultant

Vicki's prior work experience includes service as a Tax Data Analyst for the Data Analysis Division of the Department of Local Government Finance, and Supervising Deputy for the Wayne Township Assessor's Office in Marion County. At the DLGF, Vicki reviewed Assessor Real, Personal, Sales and Auditor Tax data for compliance with state requirements. In Wayne Township, she served as Supervisor of the Business/Personal Property Department and then as Supervisor of the Residential Real Estate Department. Vicki represented the Township through the hearing process, managed data collection and data entry, and performed ratio studies. A certified Level 3 Assessor-Appraiser, Vicki earned a B.S. in Business Administration with concentrations in Management and International Business from Elizabethtown College, Pennsylvania.

Eric Smith, Consultant

Eric previously served as Market Analyst for the Allen County Assessor’s Office. Eric’s duties included record maintenance, detailed reporting, data compliance, ratio studies and staff training. Eric is a Level II Assessor-Appraiser and has over 9 years assessing experience. Eric has completed IAAO courses 101, 102, and 151. Eric also has extensive knowledge of Microsoft Access, Microsoft SQL Server and GIS.

Dionne Adams, Consultant

Dionne has been working in the assessment field since 2002. Beginning in 2009 she managed the Reassessment of Lake and Jasper Counties and throughout her tenure has been responsible for annual ratio studies in numerous counties. Dionne also has extensive knowledge and experience with the assessment process, including, parcel management, delineating neighborhoods, establishing land rates, data collection, verification of sales, personal property, the appeal process and CAMA software. Dionne also has extensive knowledge of Microsoft products including Excel and Access. A Level III Certified Indiana Assessor-Appraiser, Dionne has completed a variety of continuing education and IAAO courses. She is currently working toward the IAAO’s AAS designation. Dionne is married (David) and has two sons (Tyson and Gage).

Christine Belt, Consultant

Christine previously served as a Deputy Assessor in Newton County, IN. Christine is a Certified Level 3 Assessor-Appraiser (2013). Her responsibilities have included parcel management, personal property and mobile home assessment and State data compliance. She comes to XSoft with extensive knowledge of our INcama product. Christine is married (Brandon) and has two children (Sierra and Austin).

Derek Grimes, Consultant

Derek is a graduate of Franklin College with a degree in political science. In 2008, he was hired as part-time help in the Decatur County Assessor’s Office in Greensburg, IN, and continued working there after graduation in 2011, before being hired as a full time Deputy Assessor in 2012. At the county, Derek assisted with the conversion to INcama and was an integral part in completing the 2012 General Reassessment. He also maintained and verified the sales disclosures and sales disclosure database and handled business tangible personal property abatement forms. In 2014, Derek was hired by the Department of Local Government Finance as the Southwest District Field Representative. At the Department, Derek assisted county officials and taxpayers in understanding the policies and procedures of the Indiana Property Tax code. He also played a major role in thoroughly reviewing county submitted ratio studies for the annual adjustment process, ensuring that they complied with Indiana law and IAAO standards. He is an Indiana Level III Certified Assessor/Appraiser.

Beth Singleton, Consultant

Beth has been working in the assessment field since 2007. She began her property tax career as a Deputy Assessor in the Wells County, IN Assessor’s Office. There her responsibilities included personal property, abatements, real property, mobile homes, sales disclosures, and appeals. Additionally she was involved with the conversion process to XSoft’s CAMA product. In 2016 she began working for the Indiana Department of Local Government Finance as a Field Representative. At the Department, Beth was responsible for updating and instructing the Level 1 Assessor Appraiser Certification Class, assisting with the 2018 Cost Schedule Update and the assessment of large industrial properties. Additionally, she worked on sales reconciliation reports, cyclical reassessment plan approval and review of county submitted ratio studies for the annual adjustment process – ensuring compliance with Indiana law and IAAO standards, as well as assisting local officials and taxpayers in understanding the policies and procedures of the Indiana Property Tax code. She is a Level III Certified Assessor/Appraiser. Beth is Married (Brandon) and has two sons (Trenton and Tyler).

Ben Atkinson, Consultant

Ben’s work experience is extensive and varied, most recently coming from the Monroe County Assessor’s Office where he served as Real Estate specialist. His duties included tracking new construction across the county and rental properties. He is a level II Assessor-Appraiser. His prior career utilized his music degree from Hanover College as he taught and performed piano across Indiana, Wisconsin, and Guatemala. He lives in Bloomington with his partner Katherine and daughter Annica.

Mindy Penrose, Consultant

Mindy started her career in the Marshall County Assessor’s Office in 2001 before being elected Center Township Assessor. She served as Township Assessor from 2003 until the state restructured in 2009. During that time she obtained her Bachelor’s Degree from Indiana Wesleyan University in Business Management. Upon returning to the County Assessor’s Office in 2009 she obtained her Level III Assessor/Appraiser License and was promoted to Director of Assessments (1st Deputy). While there she gained extensive knowledge of INcama and handled commercial/industrial properties, neighborhood delineation, personal property, appeals, setting land rates, and worked directly with the Auditor on interface and balancing. Mindy is married (Brett) and has one son (Reid).

Charlene Decker, Consultant

Charlene previously served as Administrative First Deputy in the Vanderburgh County Auditor’s Office, where she was employed for 24 years. Her responsibilities included assessed value roll and balancing, calculation of taxes, tax duplicates, roll of year end delinquencies, TIF maintenance and neutralization, management of Enterprise Zone and property abatements, along with numerous other duties. Charlene has one son and is expecting her first grandbaby (January 2020).

Stacy Senskey, Consultant

Over her 30+ year career working in both the private and public sector in the State of Ohio, Stacy has worked in a variety of roles, from a licensed real estate agent to a civil servant, with a deep devotion to citizen engagement and high customer satisfaction.  In her prior role as Chief Deputy Treasurer in Ashtabula County, Ohio and Certified Municipal Clerk for the City of Ashtabula, Ohio, Stacy was focused on property taxes, payroll, human resources, and monitoring legislative changes within local government.  Stacy lives in Ashtabula, Ohio, and is a lifetime member of the Ashtabula County Historical Society, and National Farmers Union, Ohio Farmers Union, and Ashtabula/Lake/Geauga County Farmers Union, as well as a member of the Lift Bridge Community Association in the Historical Harbor District of the City of Ashtabula. She enjoys spending time with her growing family, music, hiking, and attending community events.
